Looks like it was snipped off a rubber fitting. I watched a few rave valve videos to see people taking the spring clips off but never saw anyone with anything similar.

That looks like a rubber seal off a single electrical plug. If that is a RFI it may be from the ground plug on the coil. Sometimes we wonder where parts are hiding. LOL
