Is my MPEM trash or should I keep searching?

I have been building a 94 sp and got everything together but now i have no spark.
I checked the fuses and the grounds.
I checked the red / black wire coming out the electronic control and it has no power even when cranking the motor ( is this supposed to have power?).
Also checked the red / black that comes out the motor and connects to the one coming from the electronic control / ignition coil and has enough power to make the probe flicker a little bit while cranking, but not very bright.
Does this mean I need a new electronic control unit? could it be some other electrical gremlin?

First off, go through all the connections and make sure they are tight and free of corosion, its a good time to use some di-electric grease as well on the connections. Then make sure your kill switch is working properly (ohm out the wires). And finally try clipping the plug wires back 1/4'' and re-installing the boots. Are you checking spark with plugs or a spark checker? I highly recommend getting a spark checker. They are under 5$ at an autoparts store.

Check check and check
Did all these things and still not getting any spark ( am using a spark checker)
the switches are all good when i tested them. I pulled the mpem apart and followed the shop manual in testing the resistances. Everything was within spec except for the (-)red (+) yellow/red that read around 400 and should be infinite.

Im guessing this is going to mean i need a new MPEM?
Not sure if this matters but is it normal for the numbers to bounce up and down a bit while taking an ohm reading?

This is my first time using an ohm meter and messing with electrical so thats why I have been a bit apprehensive.
