Is it a bad 720 Crankshaft?

All the bearings on this crankshaft are not bad. When I rotate them with my fingers, I don't feel any roughness. Whole shaft is in pretty good shape.

The bearing that is circled in red, is not rough either, but is has a chingy sound to it when I spin it. Is this bearing bad or good? Is this the sound of the cage loose around the ball bearings?

We can't tell you if it is bad or good. All the bearings should sound the same, nice and quiet.

Is it a used crank? I would be more concerned with bad inner crank seals if it is a used crank.

It's what I pulled it out of my GTI 717 so I don't know what previously had been done to it. All the bearings are quiet except this one. The 2 on the PTO side are the same bearing according to the parts manual. One on outside sounds and feels good. 2nd on in is noisy. Inner bearings are feel good and are quiet.
 
If you can change the bearing and it is a concern for you, replace it. A little looseness in a bearing doesn't mean it is about to fail. I'd adjust the oil to feed a little extra oil or add to the gas just to keep everything happy.
