Intake grate removal

I have a 99 GTi with about 50 hours. It is not getting enough water to the propulsion system. Acts like its got weeds in the intake but its clear from the outside. you can tell the RPMS are coming up too fast... top speed 40 when it should be 55. I'd like to take the intake grill off and feel up there and see if something is up inside. Got the manual but can't find how to drop the grate. Can I just take the forward screws off and drop it? thanks
 
how pull bolts out?

I have a 2006 SeaDoo Sportster that got a piece of wood stuck next to the impellor. I can loosen the bolts holding the intake grate in place, but they wont come out. Do I just need to grab them with needle nosed vise-grips and yank them out, or is there a nut on the inside that is turning and not letting loose? If so, how do I access the nut on the inside of the engine compartment?

I just want to remove the intake grate.
