Idle rpm to high

Since I put my slow idle cables on
( they were disconnected when I got the boat)

The rpms went right up to almost 4000

Been fiddling with the cables
But it's not helping
If I pull on the connector at the carb I can get it slow down
Butt as soon as I let go
It goes right back up

Any help is appreciated
I also have the shop manual

What year and model is the boat? Idle speed should be adjusted via a screw rather than the cable itself. The cable should be adjusted so that you have no slop in the controls, but shouldnt be cracking the throttle blades at all when at idle. It sounds to me like you need to go through your linkage again and adjust according to the shop manual and then set your idle speed using the adjustment screw.
 
i Would suggest removing the air box so you can see what you’re working with. You may be able to MacGyver something to adjust with the box on, but see how it all works first. The idle adjustment screw sits right next to where the throttle cable attaches to the carb. If you do a search on the site or even google for that matter, you should find plenty of pictures of the idle adjustment screw.
