idle fine out of water but.....

It stalls if I let go the the throttle in the water. I have to keep feathering it to keep it running. It runs fine until idle while in water then stalls. I figured it needed an idle adjustment but since its running around 27-2800 rpm out of water, i decided against it. Any other adjustments needed for this problem? Maybe high or low screw on carb? It's a dual carb on a 92 xp. thanks
 
The idle is too low. Use the Idle screw adjustment to adjust the idle. In the water it should idle at 1500 rpm's and on the hose it should idle at 3000 rpm,s due to the extra load in the water on the jet pump. Do not use the High speed or Low speed screws to adjust the idle, it could lead to a seizure as they adjust the mixture, and not the idle.
