Engine fired up with water in cylinder. Bang stop no turn now.

solid stop. Is there somewhere to manual try and turn the engine over ?

Likely bent valve ? broken crank ? something simple ???

I had plugs out, cranked for like 5 minutes on and off, water spewed for a while. Put plugs in, still locked, took plugs out and cranked a few more minutes. Installed plugs loose and it fired right up for 2 seconds then clunk/stopped. now it wont turn even with plugs out.

You are going to need to remove the intake manifold and dump the gallon of water out that is sitting in there. Then change the oil to get all that water out and then see if it cranks with the plugs out.

I have no plugs in and can't turn over

Because your engine is still full of water probably on the other side of the piston which is why you have to remove all the oil because it will be mixed with water. It's possibly that you bent a piston rod by trying to start it which was a big mistake before you get all the water out. This includes the intake manifold which will pull more water into the engine as soon as it starts which sounds like it may have happened. So, to reiterate my last post, remove intake manifold and dump all water out and change the oil. Then try to crank with plugs out. If you let the water sit in the engine for more than a couple days, you may ruin the engine completely.
