How to remove stuck jet pump mounting bolt?

Hey guys, I install a couple locknuts onto my jet pump mounting bolts (they were missing before) and now one of them won't come off. I was able to get it maybe 1/5th undone but now it's stuck to the point that it's just rotating the bolt itself.

How do I go about holding the mounting bolt in place so it doesn't spin allowing me to force off the locknut? Worst case scenario, how do I replace the bolt if I just need to cut it off?

It should be just a stud that that is threaded into the hull. Since it is loose you can just unscrew it out (stud plus your nut). Remove the pump. Reinstall the stud with red loctite and then try to remove the nut from the stud.

On another note, all my watercraft has a flat washer, followed by a lock washer then a regular nut. I never had a lock nut on the pump.
