How to get gauge in hood?

I have a single gauge hood and believe I have the gauge support lined up right on the gauge, but it doesn’t want to go in the hood, and I don’t want to damage anything by pushing too hard. Also, what does the flap of rubber sticking out of the gauge support do? The flap is making hard to push in.
