How full should the smaller oil resevoir be? To the rim?

Hi guys, another newb question, thanks for being so patient with me, Hopefully all these questions will help future newbies lol! So I was wondering just how full the smaller engine oil reservoir should be? I was under the impression that it should be right to the top, but on my optimax it only fills to within 3/4 of an inch from the top. Is this normal? I am worried this could be due to a lack of crank case pressure or something else. I did open and re-tighten all the lids on the large tank in case they were not closed properly or dirty but it still has that 3/4 gap on the smaller one. I've attached a photo.

Basically... it should be full. But a small pocket of air won't hurt anything. AS LONG as it doesn't start to get bigger while you are running.
 
Fire her up for a few minutes, then carefully crack the bleeder (small black plastic cap) on the engine mounted reservoir. Once a "dribble" seeps from the cap, tighten 'er up / Be sure not to over tighten as the older style caps strip easily.
