How Do These Plugs Look? Plus Carb Question

Ran WOT for 3.5 mins, chopped throttle and hit stop button. Plugs were almost new, maybe 2 hours on them.

The lighter one is Mag.

They look a bit lean?

When accelerating from stop, sometimes (but not every time) there some up/down hesitation, couple times almost half revs, until up on plane or almost on plane. Feels like fuel delivery is not keeping up. Once on plane all the way through WOT no problems at all, ever. Happens on both fuel valve settings. Strainer is clean, oring is good. From what I've read, I need to check pop off pressure and make sure the correct jets (low in particular with this problem) are installed. That right?

That's good, you might want to check the carb. filters, they are really tiny and clog easily.

I pulled the carbs yesterday and everything looks good, someone has recently rebuilt them. (bought the boat about a week ago)

Correct needle/seat and jets. Spring is black though, and according to the chart it should be shiny silver. I don't have a pop-off tester yet, and according to the chart it could barely be in spec.

Since the boat is surging sometimes on acceleration (fine sometimes), and slow to climb revs yet never any problems and everything is fine when up on plane would this be carbs just needing adjustment? The LS screws are 1 turn out, and the HS are 1/8 - in the middle of the range. I think whoever rebuilt them just set them there and it has never been adjusted on the water.
