High speed carb settings 1995 gtx

I am trying to get my 95 gtx dialed in - I have replaced all fuel lines, had carbs rebuilt, cleaned fuel filter, checked compression (110PSI @ 4200ft elevation), and still have a bad hesitation at mid throttle. It is most prevelant when towing a tuber - it will top out (hesitate) at 15MPH at anything but WOT, where it will clear up in a couple seconds and take off. I think the screws aren't set up right. Low speed is 1.5 turns out, but the high speed doesn't seem to have the plastic covers over them that limits the travel. Is this screw still turned all the way down, or do the missing plastic clips hold it out a certain number of turns??

Set lsa and hsa to specs above, if still hesitant, maybe altitude mess'n w/ yah, in that case, turn lsa down 1/4...
