What have you checked?
Battery voltage is first.
Was the fuel pressure taken with the engine running?

13.5 with a new rectifier fuel pressure 100

You may just have an small air leak. Could be the o-ring on the air side of the fuel rail. Get some soap bubbles. Are you getting 27psi fuel pressure with the engine off?
I have fittings where I can check both sides off the system separately. It's pretty handy.
