Gouge in rotary valve surface

Hi, dumb question from a new user here....I bought a 1995 Speedster with one engine out of it. The person I bought it from said it was seized when he bought it so he had just had the top end rebuilt. We got it home and were double checking things before installing it and noticed there is a pretty deep circular groove in the face of the rotary valve surface. The groove is so perfect and is centered in the middle of the intake ports so it almost looked planned but didn't make sense to us. I pulled the valve cover off the good engine still in the boat and that surface is smooth like we thought it should be. Can anyone tell me if this will run like this or do I need to buy a new case? I can't figure out why they'd waste their time and money putting pistons and rebuilding the top when the case is bad unless they know something I don't. Any advice would be appreciated. Also anyone have a case, valve cover, and valve for sale? I see a case on ebay for about $95 and cover with a valve for about $50 so I didn't know if that was a good deal or not. Thanks.
