Gasoilne spill when fueling at the pump

Ever since I bought this boat, I have an issue when fueling up at the gas station. If I do not guess correctly how much gas I need, and the tank fills, it has a significant spill on the side of the boat and ground. The pump cuts off but usually that doesn't stop the big spill.

Usually I can gauge this as I know how much the boat burns but still its annoying and kinda embarrassing to be spilling this much fuel on the ground.

Does anyone else have this problem? Is there a better way to manage this>
 

I notice that this part is connected to what looks like a vent tube (the smaller of the two tubes). I think the gas pump cuts off like it should (or maybe I just let it go and jump away before gas sprays everywhere.) Does this part really control the rush of fuel coming out the bigger tube or does it just get the pump to shut off?

Thank you for your help. I will replace this valve and let you know whether it resolves this problem
