Gas tank "sucked in"

Whenever it is very hot out, or when I have been running for a while, I will open the engine compartment and notice that my fuel tank is sucked in. If I open the fill cap I can hear the air escape and the tank will pop back to normal. So, is this normal or is my vent plugged? I've noticed that If I overfill the tank gas will come out of the vent. Any advice? Thanks, Dan.
 
How do I check them? Just blow and see if air moves both ways? I assume air is supposed tomove both ways. Thanks again.
 
same thing happen to mine if I'm not mistaken the vent plugs are one way vents, one for blow off pressure and one to replace the gas with air, if put in backwards the gas isn't being replaced so it get sucked in.
