Gap under Rub Rail

I recently bought a 07 Seadoo Challenger 180. The previous owner had it docked in the lake and had no Buoy bumpers....it was tied down with a single rope therefore swinging around and hitting the dock everytime a wake would come in.

Under the Rub Rail bumper on one side of the boat..you can push in the hull and it seperates from the top cap and there is about 1 cm of play.

Is this a concern and dangerous? Can silicone repair this to stop water from going through the gap? or is this just a temporary solution?

The other side has no play and cannot be pushed in my hand.
