fuel tank pressure

my 2000 gti always has pressure in the fuel tank when i take off the gas cap. my 1997 does not do this. is this normal?
 
thanks. any idea why the vent splits into 2 lines just before it goes out the side? could one of these check valves or both be stopped up?
 
both are vents, the vent comes off of the tank then splits into 2 vents thru the hull. To the best of my knowledge and what I was told there should not be any pressure in it, as it is directly vented. The vent hose has to be stopped up somehow, thats why if you remove the gas cap there is pressure.
 
There are one way check valves in those lines keeping the pressure. Only the boats have free flowing vents. The PWC's must not allow fuel to be spilled when tipped upside down. Boats don't usually get tipped upside down.
