Fuel Sending Unit

I have 2 - 99 GTI Sea Doos. On one of them, the gas gauge doesn't work. I had the machines winterized and had the dealer take a look at it. The claim the fuel sending unit is bad and that is why the gas gauge doesn't work. The machine runs fine and doesn't ever act like it isn't getting fuel.

Does this make sense? Can just the "reading" portion of the unit be bad and it still will send fuel? The dealer wanted $300 to replace the parts. Seemed like quite a bit, so I didn't do it. I figured I could get some info on the internet and stumbled into this website.

So, what do you think?
