Fuel Pump

Can anyone tell me how this fuel pump works or maybe guide me at what to look for. I bought two of them new and one is not pumping fuel. Verified everything else is good by swapping the pumps. I know there rebuildable so maybe something isn't together right.

I will also note I pulled it apart today and one of the plastic valves was broke. Simple fix.
