Fouled/wet plugs 2001 240 efi

All six new plugs wet fuel and oil mixture. Any Ideas ?

I'm thinking the engine temperature sensor is suspect for signaling the wrong (in this case very cold) temperature and the engine controller is responding accordingly by producing a very rich fuel mixture.

Or could be the ignition system is on the fritz, not producing ignition spark to ignite the fuel.

If this is the first startup of the season, could be excess oil from fogging the engine for storage last fall.
