Well most of the description is in the title. They both appear to be snapped off and are now so gummed up by me trying to remove them that you can't even get a pair of pliers on them. I've tried drilling them out but there's enough left that I can't get the new cheesy nylon wing nuts in. Suggestions?

Don't understand..?

You say that they are broken but you can't get a pair of pliers on them, yet you say there's enough left that you can't get the new cheesy wing nuts on.

How much of the teflon stud is remaining, protruding from the block? You may be able to get a solder iron, let it get hot, then put it directly in the middle. Let it melt and penetrate, then un-plug it. Let it completely cool off, for a few hours, then come back to it and try to turn it. The teflon may harden up around the solder iron and allow you to un-screw it from the block.
