Engine speed issue

I have a 2000 GTS. It idles fine but when engine warms up, I cannot get full engine speed. When full throttle is applied, engine speeds up and slows down repeatedly. I have changed spark plugs and fuel filter. Issue begun toward the end of last season and still exists when it was brought out of winter storage.

Most likely the little filter in the carb is gummed up, same thing happened to me, cleaned the carb now its perfect..

Is this hard to do for a so-so marine mechanic??

nahh, u dont even have to take the carb apart, juss take the carb out, spray it all down, and theres a little filter that i almost didnt see, i took it out and was all gummmed up..... sprayed it with carb cleaner and then some compressed air.... only took about 1 hour or so...

Here is a dumb question. How hard is it to remove the carb and do I need special screw heads and such. It is a drive to get anywhere where I have it and want to be as prepared as I can before I start this venture.
