engine runs but there is no gogo

i just purchased a 2001 gti and the guy gave me a 97 sea doo that runs but does not advance in the water there is some oil on the bottom and it appears to cover what looks like two air breathers is that what they are? and i don't think the oil on the bottom is supposed to be there the engine was just serviced in april new plugs new seals ect. there is white smoke coming from the rear near the jet when started what can this be? please help i can do the repair my self if i have the direction on where to start thanks for your help bigleaguebarber

The oil on the bottom need not be a worry. Lots of owners like to spray the internal workings of the hull with WD 40 or other water repelant.
The two air breathers on the bottom of the hull will be syphoning tubes.
They work when the ski is in motion and empty any water that gets into the hull. If its not moving in the water it probably has a worn impellar and cavitating badly.
I think you've done really good geting a ski thrown in on the deal.
Parts for the Seadoo's are easy to get, and once its fixed, a good toy to play on.
