Engine mounts loose

I have a 95 GTX that had exhaust bolts snapping off. I tightened the exhaust bolts that have the rubber grommets (added new rubber) but still concerned my motor bolts may be loose. I torqued each bolt to spec but if I grab the engine and tug hard it still moves. The bolt that is left front seems to move a 16th of an inch. Is it possible that I am missing a shim? Is there an easy way to check the shims? Thanks!!
