Engine locked up after top end rebuild

I recently bought a 94 GTX 657 motor Seadoo with some problems. The previous owner was working on the choke while cranking the seadoo, heard a funny noise and the ski quit cranking.

I tore it apart and found the forward piston looked like it was filled with water at one time. I suspected the former owner did this by leaving the water on while working on the choke. The rear piston, however had a burn through it. On close inspection I found the clear hose from the oil pump to the rear cylinder was cracked in 4 places. It appeared someone changed the hose and used the wrong type.

Before I tore it apart, and even while the pistons and cylinders were off, I noticed a clicking noise as I rotated the crankshaft by hand. I thought that this was probably the gear from the starter, so I didn't think too much of it.

I installed newly honed cylinders and good pistons. Put her all back together and tested compression. I got 145 PSI in each cylinder, so I put the exhaust back on and tried starting her. At first I saw no signs of life, so I hooked up a timing light which triggers off a spark plug to to see if I had spark. I had spark, and good compression, so I figured I just wasn't getting gas yet.

Next I tried pouring a few drops of gas into each carb. The seadoo rumbled and backfired. I put some more gas in and she continued to rumble without starting. On the third try, she wouldn't turn. I tried turning her by hand, she turns back and fourth a small amount but is otherwise locked up. I even pulled the spark plugs to make sure the compressions was not holding her up. The starter was only warm to the touch.

My question is what could make the engine lock up? My #1 guess is I dropped something in the crank while doing the rebuild. But the clicking I heard when it was open now raises some questions in my mind. Is that clicking normal? In there anything in the valve assembly which could click and or lock up the engine? If the previous owner dropped something in the carb would it jam the valve?

Any suggestions would be welcome, otherwise I am just going to tear it down again.
 
There shouldn't be any starter clicking or anything else that would cause that clicking noise except somthing that shouldn't be. I would tear it down and take a look before you do any more damage.
