Drown mode (fully opening the throttle plate) what does it do?

On my 2009 180 challenger I changed my oil as part of my winterization. I extracted the oil, then a few times I fully depressed the throttle lever and cranked the engine to move some more oil to the crankcase. I removed close to 4 quarts total. I noticed that the oil had a smell of gas. I am wondering, when I cranked the engine those few times in drown mode, that the fuel injectors were still adding fuel to the cylinders and then drained to the oil crankcase. When in drown mode do the injectors still pulse and the ignition coils still fire?

Drowned Mode

If the engine is flooded and does not start, this special mode can be activated to prevent fuel injection and ignition while cranking in order to ventilate the engine to dry the cylinder walls.

If I remember right drown mode deactivates the fuel supply altogether. That said I have found oil smells a touch like gasoline in most cases after an oil change.
