Does impeller nose cone need to be at the shaft flare?

On my 1997 seafood challenger with the 787 I just replaced my impeller with a new solas and I didn't look before but the rubber nose cone doesn't make it to where the shaft starts to flar, is this normal or is the shaft not all the way in the impeller? From the looks of the rust I assume it didn't but just want to make sure

It really doesn't mater. The impellers will sit at different depths in different pumps. BUT... are you sure there is a bumper at the PTO end of the drive shaft? You may want to take it all apart and check.
