Does anyone no the purpose of this ring?

I am replacing my carbon ring (2004 Sportster DI) and this fell out of the bellows that hooks the 'thru the haul' fitting and the carbon ring together. It is blue in color and it is the same diameter as the carbon ring and the thru haul fitting. It will slide nicely into the rubber bellows, but once it goes in to far, it falls into the expanded part of the bellows and just flops around. It might go against either the thru haul fitting or the carbon ring, but I am not sure what would hold it in place? Or even what its purpose is? As you can see it is also beveled. Anyone have any thoughts what this is or its purpose?

Yes. It is number 18. But what is its purpose and what holds it in place? It says it is a retaining ring. What is it retaining? It looks like it goes against the haul fitting, but it is the same diameter so it would just sit next to it. So what is it doing there?
 
It goes on the front of #17 where the tangs are. I ripped #17 out of my speedster. It's designed to collapse when you suck a ski rope in and make it easier to remove the rope I guess. Well that doesn't work. If #17 is ripped up in your pump tunnel you will want to remove the majority of it back as far as you can. It will cause cavitation if it's scraggly in there.

Thanks, that solves the riddle for me. I do not have that tube on my sportster. It looks like it must have been completely removed from my boat before I bought it. It is not broke off. It is just not there. So I will just leave the ring out. Thanks again. I like understanding things and you guys are so good at making that happen.
