dead spot between 4000-5000 rpm 717 XP

95 717 has had the problem from the start of the season when I just dropped a new engine in. Runs up to 4K no problem and then slowly works it way to 5K rpm and then takes off as it should and tops beautifully. If I put it under real heavy load, ie trim all the way up and stand it on end to push lots of water it won't make it 5K rpm it will just stay at 4-4500 even at WOT. Out of the water running on the hose the throttle response is snappy all the way to 7k

I'm apprehensive about playing with high and low speed screws, but my gut is saying they're running too rich? any idea which jet is the culprit?

Only other thing is the NGK plugs out of the box supposedly have a .04 gap and the manual calls for a .02 gap, would this really make that big of a difference?
