Crankshaft has no mark to align with balance shaft

In the process of rebuilding my motor, I replaced the end bearings on the crank and balance shaft but am having two peculiar problems:
1. the crank has nothing to align the balance shaft with. I checked both sides of the gear, and there are NO MARKS! The book says to align the mark with the divot on the balance shaft...
2. I scribed a mark in the balance shaft, pulled off the gear, replaced the seal and pressed the gear back on. According to the book, when one counterweight is aligned with the deck of the block, the other should be aligned as well. Well, mine are just a bit off, when one divot is in the center, the other is just 2mm or so above the center.

Should I re-press this balance shaft according to the book? What about the crank?

I would pull it apart, and go by the book pics if the marks are gone.

If I pull it apart, it will still not help me figure out where to place the mark. Is there another correlation I can use to gauge where that mark should be? My other crankshaft has one and it seems to be in line with the mag piston being up and the mag flywheel key being up. Is there any other way to tell? Has anyone run into this before?
