Coolant hose question

On my 787 that I am working on, I need to address a water leak while I have it apart and access to the area. The water leak is substantial and at the bottom of the cylinders behind the exhaust. It only leaked when the engine was running, engine turned off zero leak. I could barely see it leaking near the bottom of the cylinders, like the drain hose. It looks like the black hose under the water drain is an oil line. My manual diagrams aren't real clear on that. I actually had a tough time winterizing it, the antifreeze was leaking into the hull and didnt want to fill the motor.

Would it be ok to block off the drain line/s? Is water sitting in the motor bad?

Is that clear hose something I can get locally?
 
Ok, I will need to replace all of the tubing. Do I need to order the oem tubing or can or will something locally work? The hardware store probably has something similar.
