Confused gas guage

My 97 SPX does not seem to want to tell me how much fuel she has so I had to do some surgery on her. After taking the sending unit out of the tank, I checked the float to make sure it floats and the magnet is still there, checked out fine. I then plugged the sending unit back up, but held it outside of the tank, making the float go up and down. The guage started to move but when simulating a full tank, it only shows 1/2 tank on the guage, and it twitches. If the float moves downward a couple of inches, the guage goes back to empty....so it only reads 1/2 tank and an empty tank, nothing in between. Does this sound like a bad sending unit or something else? Let me know. Thanks.
 
multi meter....

Use a multi meter at the connection from the sending unit. Check the ohms to see if they vary from the top to the bottom. If so, you have a bad gage. If the ohms stop at certain levels on your way down and no lower input to the ohm meter, then the sending unit is bad.
