Cleaning the raves

I was cleaning the raves on my 99 speedster for the first time. From the looks of it, it might have been the first time as the previous owner never did.

Anyway I was reassembling and noticed a small hole on the lower body of the rave valve and a small hole on the head. Trouble is, they were on opposite sides of each other as in the whole on the head was on the right and the hole on the body was on the left. I checked the other ones I installed and it appears they are all like that. I was just assuming the small hole in the head would push the extra exhaust through the rave hole and expand the bellow thus raising the guillotine. Am I missing something or just way off base. There's a channel on the rave body that looks like it might channel the air to the other side but the gasket I have completely covers the channel. I new to raves so I just assumed this is how it operated but again maybe way off base.
