Changing carbon seal and the collar/hat won’t slide back...can I cut it off?

I’ve got one side completely pulled apart and have now done it probably 5 times in the last month.

On the other side, I’ve got the pump mounted up and even cut the bellows off with a razor blade. I’m praying the same way I did the other side and it just will not allow the little steel hat/collar that rides in front of the carbon ring. We even tried pulling the pump off as well due to the the fact that thr C clip/O ring has been removed from the driveshaft..when you yank on the shaft it will disengage from the rear of the engine but the hat won’t slide allowing it to come out.
It’s as if one of the 2 small O rings inside of it are jammed up or the shaft has some type of high spot that the hat won’t slide passed.

Now my question is, can I just buy some good little cutoff wheels for my dremel tool and cut It off?

I wouldn't cut it. Just spray some WD40 or other lube under the stainless ring, and it will slide.

Sprayed the wd and it did the trick. Thank you
