Challenger idles extremely high on startup

Hey guys, I started my 2002 challenger 2000 for the first time this year (Hose attached/on the trailer) and when it starts it sounds like it’s at full throttle. I shut it down as soon as it does that. Last year it ran fine after a shop installed a (used) tps and cleaned the fuel system. The throttle cable seems to be functioning correctly. Could a bad tps make the engine idle extremely high on startup? Any ideas? Thank you
 
Just took another look. The throttle cable looks to be functioning fine but I see a small wire cable disconnected. I think it is connected to the steering cause it moves slightly when I turn the wheel. I can’t see where it should be connected but it is behind the vapor separator body
