challenger 1800 engine dying

I have a 97challenger 1800 that I have traded for and have a coupe problems on one of the engines. I have changed the fuel filter on the inlet side of the carbs but not the ones inside the carbs yet. one engine is a new rebuild and has about 5 hrs on it. other engine has compression of 120 front and back. The rebuilt engine runs great. when I go to throttle the other engine up it dies almost immediately. It will crank back up with no problem. I have checked the rave valves and I have one on the old engine missing the cap and spring from the inside. I have these couple parts on order and should receive these in a few days. Any thought on what is wrong with the engine that isn't throttling up without dying?
