Here's the deal, when accelerating boat will go great to about 10-15 mph then cavitate to about 18-20 mph, and I can back off a little and it hooks back up then great to 45+ mph. Most is on port side. The carbon seal is new and not leaking much water at all. When bilge is open we can see very minimal water leaking in and boot is all within manual specs. I'm thinking its probably the from neoprene seal cuz it was replaced this winter and I just reused it. Probably should have replaced it.

What do you think? Make sense?

Also my wear rings are new but I notice on bottom end there is about 2 mm of clearance. Almost double the rest and does not matter what position impeller is in so its not that. Almost like pump is out of round. Could this be culprit?

2mm of clearance between the liner and the prop is too much, if the wear rings are new you might need a new prop
Also it shouldnt be that far out in just one spot, if its all new there should be a paper thin gap all round

You could swap the pumps and see if the problem moves, if it moves then its the prop/liner if it stays id be looking at the carbon seal, boot etc
 
Check to see if your motor mounts are all good. One may be broken and allow for the difference in gap at the wear ring.

I think up to 4mm is ok, (thickness of a dime). But there should not be a difference from one location as compared to another location.
