carburetor. Starts and idles but will not throttle up to speed

1996 Seadoo speedster 717 dual Mikuni carbs. Engine starts but will only throttle up a few hundred RPM'S at best. Carbs were taken off and cleaned but, still same issue. Throttle does operate in full range.
 
are you trying to throttle up in Neutral? There is a rev limiter in Neutral. It needs to be in forward to throttle up. If it is in forward, could have a bad neutral switch.
 
can you explain what the motors sound like when you try to throttle up? Are they struggling to run? or just stay idle?
 
They increase a few hundred RPM's and act like it's bogging. It's like being in a car and starting off in 4th gear instead of 1st.
 
I am still thinking neutral switch or the baffle fuel screen in the fuel tank is dirty. I do not know if you can bypass the neutral safety switch to test that. As far as the fuel screen, I would probably rig up a separate fuel source right to carb . That would let you know if it is fuel related. Maybe fuel selector switch as well
