Carbs out 3rd time in 3 days!

Don't know history of carbs... Rebuilt n cleaned boat ran good but would only start with throttle open almost fully. Took back out n set pop off pressure to 50psi according to manual. Started up great that day. Next day wouldn't start unless gas sprayed in intake. They're out again... What should pop off pressure be with 1.5 needle and seat? Could that had been causing my hard start? I goin through em really good this time! Any tips or advice? Guy that rebuilt last time may have left out seals and didn't set pop off pressure. The clear plastic piece, does it only go in fuel pump carb? 1996 Speedster with dual 717s
 
IF all else fails, if single carb, most parts match BN-40-38-24 available for around $200. Swap with new, problem solved.
 
1996 Speedster I am reading from the manual that the pressure should be 40-56PSI on Speedster and Sportster and that the needle and seat should be a 1.2. Following since I am getting ready to rebuild my carbs as well.
