carbon seal cavitation 2004 sportster 150

finally took the boat out this morning for trial run. (boat has been out of the water for a year). new sc, top end rebuilt, carbon seal installed.
running at 3700 rpm started making like a popping noise, wont go over 15 mph. i know there is a lot of posts on carbon seals etc, but can anyone got an idea how to check the seal?
a few times it felt like it wanted to engage properly, but went back to slipping. (not much water leaking into the bilge).
 
The carbon seal can wear and become thinner over time. When this happens adjusting the bellows MAY not help.

To test, loosen the clamps, slide bellows toward seal, install wire tie onto shaft so that I t holds the bellows tighter to the seal, tighten the clamps.

If you have the O-ring style retainer on the shaft replace it with the metal C-clip.
 
just posted a video of inside my jet pump in video section, any comments on the condition of impeller etc would be appreciated.
i'm getting cavitation at 4000 rpm. looks like to me i'll have to spend some $$.
