Carbon Drive Seal

While I was looking for things that may cause excessive vibration I noticed the boot had a lot of play back and forth. I haven't took off yet but appears the carbon seal is missing.
Would that cause excessive vibration?
Also when I replace how many components should I replace while I have it tore down?

IF the carbon seal is missing the ski will sink within seconds of hitting the water.
 
Maybe it's just worn then. I can move the boot back and forth. Maybe I just need to tighten the clamp some more.
 
The boots do have movement. The only thing that should take some effort is pulling the boot back towards the pump.
 
With the boot clamped to the carbon seal I can probably move it back and forth 1/16".
That is pretty normal.

If you want to replace it I would do the kit that has the boot, carbon ring and stainless hat.
