So I picked up my carbs from the cleaners. The guy said they were pretty dirty and the welch plug on one looked "rusty" . First off, what the he77 is a welch plug on a carb. What does it do and where do I get them from.

I was trying to talk the talk but when he mentioned that - the deer in the headlights look quickly appeared [emoji1]

They are little disks of metal that are pressed into holes to seal one chamber from another. they can corrode and no longer seal. They can be replaced. Some folks pull them when they clean a carb, as it makes it easier to get all the crap out.
