Carb Stuck!!!!

I have a 1996 GTX, and the top bolt on the front carb seems to be stuck to the carb. It will turn with the carb, but after I cut off the head of the bolt, it does not slide off. The other carb does not have treads in it and once the carb is off the intake the bolt just slides in and out. My only thought is that the carb is some how stuck to the bolt. I have used pry bars and such and I can not get it to move. Short of removing the part above the carb so I can just rotate the entire carb, does anyone else have any ideas? As always, your thoughts are much appreciated.
 
sounds like its corroded. Try some penetrating oil or PB blaster and let it sit for a day or two--respray it every now and then.
 
it is stuck good. take the whole rotary valve cover off the engine-carbs and all. now you have room to spin it around. it is not threaded to the carb-it is salted to the carb.
 
That is a good idea. I sprayed it down last night, so I will see if it will come off after a couple more days of spraying it, and if not, I will will try to remove the rotary cover. Thanks
