Carb Rebuild Regulator block

I'm trying to rebuild the carbs on my 94 GTX and i cant get the screws loose that hold the regulator block in any ideas on trying to free them up, without destroying the carbs?

also who has the best kit for rebuilding these?
 
kits http://seadoosource.com/carbpkgs.html for a complete package, including replacement screws that you are struggling with. The new screws are hex key cap screws made of stainless steel.

And yes, you will probably have to destroy the philips screws you are trying to remove. I had to use vise grip pliers to crush down on the sides and then crank on them. Do not attempt to do it from the top of the screw......put the pliers AROUND the head of the screw for the most surface contact. Your pliers will turning flat - parallel to the face of the block. You won't have to hurt the carbs, but you will mangle the screws to an unusuable state.
 
I don't know if you have one or not but most parts stores have a small impact driver with different screwdriver bits. I got mine when I used to have a motorcycle and pesky screws would start to strip the slots. One light strike with a hammer on the end of the tool and screws pop loose. I am assuming the carbs on on a workbench so you can get straight down on the screws.
