Can't remove RXP intake grate

I have a 2007 RXP and need to remove the intake grate to get a tow rope off my shaft.

I removed the four bolts securing the plate, but still cannot remove the grate.

It rattles a little, but won't come off, even with a good tug.

What's going on?
