I'm finally getting this boat anchor in the water.
98 sporster 1800. I have a quart of the oil that came with the new engine, but I still need to replace the oil in the oil tank.
Do I need special oil? or is it something I can get at Walmart? I did see many oils for 2 stroke engines,

Yes you can but most likely a Walmart Super Store. Your engine can use mineral oil, synthetic blend, or full synthetic. I would use the Quicksilver synthetic blend, PWC, API-TC rated oil. Make sure it's API-TC low ash rated.

Check on line at walmart's web site to see which stores carry. For me, my local store carries everything except the low ash. Had to go about an hour away to find one that has it. Frustrating that I called Walmart corporate and even got a call from the store manager about stocking at my store and cannot get them to put it on the shelf. Made the trip an hour away and stocked up on 4 gallons of the low ash PWC oil for $27 per gallon...

so the first time i picked up the quicksilver pac 2 cycle oil full synthetic in the black gallon jug
This time they only had the silver one which is the same thing, but doesn't tell me if it's full synthetic, but it does say it's for API-TC type including seadoo

Is this ok too? and is it ok to mix one oil with the other?
