"C" clip on starter shaft...Properly Installed? Flywheel Torque

I got my new flywheel assembly and starter clutch/gear today. So I am putting the starter together and just for the life of me can't get this 'c' clip on...long story short I got some help and we got it on but I can't tell if it is on properly or not. See pics.

Clip on shaft, I need to clean up the end of the shaft, it got buggered a little.

Does (is it supposed to) that spacer/collar fit over the 'c' clip?

Also need to know what to torque the Flywheel to.
 
Still have no torque specs for the flywheel...repair shop says clip is installed correctly, will put it back together this week.
 
the collar has to be snapped over the clip. there is a tiny little puller for this purpose. take it to a starter rebuilder and he will have one. or try standing it on a bench-starter up-shaft down. put an open end wrench above collar and bang it down with a hammer. flywheel torque. move gas tank forward and put it on with an air impact wrench. use loctite. check your ignition timing before torqueing it down tight.

Thank you! The timing should be fine since it's a keyed shaft correct? I am not sure how to test that timing. Have no impact wrench but have a long torque wrench, I'll lean on it real good.
 
you have to use an impact wrench. leaning real good on a breaker bar or torque wrench will just spin the motor. get the tank outta the way and take it to a gas station, along with a 1-3/16ths socket. AND a tube of red loctite. this is the only way to tighten the flywheel nut without the special flywheel holding tool.
