Bulkhead tie-backs--created equal?

Im having some bulkhead issues since we have had all this rain lately. The first company came out said it was a tie-back failure. I have several other companies that are going to come out and give me quotes. These guys are so busy that it takes a day to two to get back with me...A lot of failures. Some use threaded rod welded to rebar that is attached back to a "deadman". One other company uses single galvanized threaded rod back to a deadman.

Anyone have any suggestion or has any experience with bulkhead repair?
