Brown stuff on my pipe assembly of the cooling system

Anyone have any idea what this stuff could be? My husband took the boat out last weekend and when I went to take it to the lake today, I opened the engine compartment just to see how much gas I had and noticed this brown stuff. Also noticed the battery was laying on its side so I'm thinking the holder that locks it down broke and it tipped to its side when whipping the boat around.

Could it be oil? Could it be gas?

Since the battery was tipped over, it probably spilled battery acid on the pipe, it took the finish off and rust is forming.

Well I took it out today and I don't see a leak coming from anywhere. Strange that this appeared.

I thought at first it could be from the battery, but if the acid splattered, it could not have hit the cooling pipe since it's located on the other side of the engine. The brown stuff looks like it was poured from above and splattered. I've tried to get it off with Super Clean, but it won't come off. What a mess!!
 
Does anyone know if there's any product that can remove the brown stuff from my pipe? Is it even possible to remove something that's been cooked onto the pipe?
